    Chief Business Officer

    ReliaSource is looking for a talented Chief Business Officer to serve as top business operations executive of this sales-centric, fast growing, Technology Organization.   The title of CBO is found in the firm’s operations office where a hierarchical relationship exists between the CSO (Chief Strategy Officer) and the COO (Chief Operating Officer).   The CBO provides operational support to the President/COO through Contract Administration and Contracts Management and to the CSO via Business Development on the Proposal Management and Acquisition process.   This is an Executive level role in a cutting edge, multi-discipline technology firm, which happens to also be a highly successful WOSDB.

    Responsibilities

    Acting as the Sr. Proposal Manager, is responsible for establishing and managing the proposal process in response to U.S. government Solicitation requirements.  The Proposal Manager establishes the proposal development team to include the Proposal Coordinator, Volume Leads (both internal resources and external teammates, Technical Writers, Desk Top Publisher (DTP), and Graphic Artist. 

     

    This position requires that he/she work closely with the Lead Acquisition Analyst and the BD team, SMEs, and functional departments (e.g., HR, Recruiting, Finance) for proposal content, compliance, and format, while closely managing the proposal team's full life-cycle activities.   The CBO, acting as the Sr. Proposal Manager implements the approved proposal processes, conducts reviews, maintains configuration control and incorporates all amendments.  The Proposal Manager along with the Capture Manager, develops the proposal schedule, develops the outline and assures the proposal team adheres to it.

     

    The Proposal Manager develops the Compliance Matrix and the initial proposal outline and assures all data calls to team members are completed. The Proposal Manager holds daily standup progress reviews to track status of section writing assignments and other proposal actions assigned. The Proposal Manager ensures the proposal is compliant with all RFP and amendment requirements. The Proposal Manager oversees all proposal production activities including coordinating DTP, editing, printing and binding, as well as the logistics requirements associated with proposal delivery.

     

    Responsibilities include, As Sr. Proposal Manager:

    • Manage the proposal process to include content design and development and review
    • Review and analyze draft and final RFPs and related documents and develop compliant proposal outline and responses
    • Develop detailed proposal schedule and ensure adherence to all deadlines
    • Work with Capture Managers to finalize win strategy/proposal lenses/discriminators and to identify Volume/Section Leads and appropriate writing and Subject Matter Expert (SME) resources
    • Prepare all supporting proposal development documentation (outline, page allocation, team assignments, proposal management plan, schedule, kick-off meeting materials, writing templates, data calls)
    • Direct day-to-day proposal management activities, including development of work plans, schedules and action items, to maintain compliance against solicitation requirements
    • Provide technical writing as required and assure technical editing of sections
    • Work with Capture Manager and Volume Leads to finalize staffing plans (including resumes), management plans (including Organizational Charts), and identification of Past Performance references
    • Work with Capture Manager and Pricing Manager to provide review coordination including identification of reviewers and scheduling
    • Work with Pricing Manager to maintain the schedule for price reviews, BOE development (as necessary) and cost narrative development
    • Coordinate with functional departments in relation to proposal activities, including (but not limited to) Business Development, Contracts, Human Resources, Legal, Finance, Recruiting, and Procurement.
    • Maintain version control throughout RFP response lifecycle; ensuring proposal artifacts are secured at all times
    • Work with Contracts Department to monitor Government communications and manage Government responses
    • Develop list of questions for submission to the Capture Manager and Contracts Manager and ultimate submission to the Government
    • Monitor Government amendments and perform impact assessment upon receipt of Q&A and all amendments
    • Provide oversight to assigned Proposal Coordinator for resource coordination, template development, graphics development, review coordination, data call coordination, configuration management, DTP, proposal production, administration, and submission activities
    • Reviews and adjudicates edits from the Editor

     

    Secondarily acting as the Sr. Contracts Administrator, engage with business partners and internal leads providing agile, responsive, decisive contracts administration for NDA’s, TA’s, and Subcontracts.   Review contract requirements upon award with Program Managers to ensure reporting requirement is met.   Recommend innovative solutions and contract models that leverage efficiencies and technology to contribute to company’s good growth.    Confer with outside Corporate Legal Counsel for advanced issues, questions and protests.

     

    Responsibilities include, As Sr. Contracts Administrator:

    • Consistently exercise independent judgment and discretion in planning activities and solving complex contract issues, with a focus on clear communications and relationship external legal counsel, management with internal and external stakeholders.

     

    • Develop (through participation with program and financial representatives), review, submit and negotiate technical and cost proposals leading to award of successful contractual agreements.
    • Define, interpret, and implement corporate policy as related to contract commitments and performance.

     

    • Identify, track, mitigate and resolve risk issues

     

    • Review work descriptions applying contracting expertise and technical understanding of company’s competencies and strategy to determine appropriateness of work.

     

    • Provide timely input into contract data management systems in response to awards and modifications.

     

    • Provide timely and responsive generation and negotiation of supporting contractual documents, such as non-disclosure agreements, software evaluation, license agreements and public release requests.

     

    • Provide contractual and business recommendations to technical staff regarding proprietary information, patent disclosures, intellectual property and other contract issues with guidance from outside Legal Counsel.

     

    • Review and manage Contract Performance Review Assessments (CPARs)

     

    • Process Freedom and Information Requests (FOIAs) and Congressional Inquiries.

     

    • Work closely with Finance in ISSUE RESOLUTION of account receivables, unbillable and rate variance adjustments.

     

    • Work with Closeout team to ensure proper closeout of Task Orders.

    Qualifications

    Bachelor’s degree and 5-10 years of continuous proposal management experience of large bid efforts ($50M+), and smaller sole-source strategies leveraging abbreviated STARSII and HubZone Acquisition platforms.   4-8 years’ experience in contract administration related to federal contracts and Teaming;

     

    • Possesses In-depth understanding of compliance with all sections of governmental RFPs, experience analyzing RFPs, creating proposal outlines and schedules, managing and coordinating proposal teams and work products, writing new material, editing written material, and producing high-quality proposals under tight deadlines
    • Strong verbal and written communication skills are essential, along with attention to detail and accuracy
    • Thorough working knowledge of federal procurement process
    • Strong organizational and time management skills and excellent facilitation, communication, and presentation skills
    • Experience Building Proposal response catalogs and Past Performance templates and vignettes
    • Strong leadership, problem solving, and decision-making abilities
    • Ability to interface and coordinate with all involved departments and senior executives
    • Highly developed writing skills, especially with Microsoft Office products and working knowledge of graphics and desktop software (Word, Excel, PowerPoint)
    • Working knowledge of Privia, Sharepoint or other proposal collaboration software
    • Flexible and open to changing schedules and priorities and managing multiple tasks simultaneously within compressed timeframes
    • Able and willing to work extended hours to meet dynamically changing needs and delivery schedules
    • Working knowledge of U.S. Government contract laws and regulations.

     

    • Experience working with multiple contract types (FFP, T&M, Cost Reimbursable, etc.).

     

    • Excellent customer service skills, with ability to initiate and foster collaborative relationships both internally and externally.

     

    • Demonstrated ability to make informed decisions, manage and prioritize workload and meet critical deadlines independently.
