    • The Hands-On Recruiting Manager’s primary responsibility is to continually improve the organization’s ability to identify, recruit, and acquire top technical and professional talent for a growing technology services organization.
    • Will thrive in a fast paced environment that is highly focused on time to fill, quality of hire, and cost effectiveness.
    • Must have IT and Intel specific recruiting skills, and be a knowledge leader in employment regulatory compliance.
    • This position is directly responsible for leading, mentoring, and coaching a small team of recruiting professionals and reports to the President of ReliaSource.
    • Manage full life cycle recruiting while partnering with leaders and hiring managers across the organization to ensure consistent recruiting policies, practices, and recruiting strategies.
    • Build and manage trusted relationships with recruiters, hiring managers, external agencies and HR Director to deliver human capital needs.
    • Recommend and drive the implementation of recruiting process improvements.
    • Strong understanding of salary negotiations and ability to consistently provide best practice solutions for the organization and the applicants.
    • Develop and implement metrics to evaluate effectiveness and efficiency of staffing service delivery and retention.
    • Utilize iCIMS ATS and additional technology tools to develop and provide management reports that drive business decision-making.
    • Identify and assess potential talent pool sources, determine source effectiveness and make recommendations for use based on anticipated return-on-investment.
    • Make determinations about what external events (Job Fairs, Community and Military) will be advantageous for the organization and drive recruiting efforts more effectively.
    • Stay abreast of compensation trends and pay practices, bonus offerings, relocation and other offerings as they relate to industry competition.
    • Make recommendations as needed to ensure competitive employment practices.
    • Build staff capabilities via on-going mentoring and coaching.
    • Other responsibilities and key result areas as required or assigned, such as strategic HR projects.



    • 10+ years of progressive staffing/recruitment experience in a federal contracting environment
    • Experience with high volume recruiting for staffing of new contract wins Implementation, management, and utilization of iCIMS Applicant Tracking System (iCIMS experience preferred) to include reporting mechanisms
    • Experience influencing and interacting with senior management and representing the recruiting department at the senior manager and executive levels
    • Strong analytical, problem-solving and decision making capabilities Experience leading and implementing change
    • Excellent verbal, interpersonal and written communication skills
    • Knowledge and Skills Required Best practice recruiting models/practices and metrics Analytical and critical thinking skills to understand issues, identify patterns, make recommendations and influence decisions
    • Facilitation, negotiation, and communication skills (written and verbal)
    • Organizational skills and problem resolution
    • Ability to act in unclear situations where limited standardization exists
    • Knowledge of and skill in candidate assessment and behavior-based interviewing methods, process mapping techniques and improvements, and manpower planning
    • Strong technical skills including applicant tracking systems (ATS) and MS Office Suite Team player with a personal sense of urgency and capacity to overcome obstacles
    • Broad HR experience extremely helpful
    • Travel Requirements: Less than 10%
